Responsibilibites of the Branch Test Rep

  • Conduct Branch tests according to the Testing Procedures 2005.
  • Ensure that the requirements of each level being tested are met yet not exceeded. Discuss any concerns with the Examiner(s). Report any infringements to the Regional Testing Chair.
  • Be at the test site throughout the test as the branch representative. If this is not possible, assign an executive member or the DC the duty. This replacement must be familiar with the testing procedures.
  • Keep complete, accurate and up-to-date copies of Branch testing records as well as previous test results for all members, current and retired. Branch members should receive their original Individual Record Sheets of their test result once a branch copy has been made.
  • Keep Branch members informed of requirements for their level. It is recommended that members testing at C level and above have their own copy of the testing procedures. Lower levels could be given a copy of the C/D TP 2005 VII Requirement Sheets (page 17-19) and the C/D TP 2005 IV B. Responsibility of Candidates and Parents (page 15).
  • Encourage Pony Club members to become Examiners. Members must be 14 years of age and a minimum of C level. Adults wishing to test must be recommended by the Branch Executive and their application approved by the Regional Testing Committee.
  • Help Examiners obtain required assists. This is very important to help maintain a healthy list of available examiners. Examiners must be informed before the test day when there will be assistant testers present.

Finding Examiners

You need to book an examiner that is on the Regional Examiners’ List. Examiners’ lists are updated regularly - changes will be emailed to the Branch Test Rep. If you require a current copy, contact the Regional Test Chair, Sharon Walker. If you do not book a qualified examiner, then the test may become invalid. If you require assistance obtaining an examiner please call the Regional Test Rep.

When booking an examiner you need to allow one examiner for every 4 candidates. You should book an Assistant Examiner – no more than 2 assistants per test. To help with time and costs it is recommended to combine with other branch testing. If this does not work, then you can combine tests that are one level above; D and D1, D1 and D2, D2 and C, C and C1.

Every attempt should be made to assign examiners who have NOT tested the candidate at a previous level, particularity in repeat testings.

At all levels, the examiner must not have been a regular instructor of the candidate, a stable management instructor of the branch, D.C., or a family member of any candidate.

 There are different levels of Examiners:

 1. Assistant Examiners

2. Junior Examiners

3. Intermediate Examiners

 

Assistant Examiners

An assistant examiner is when an examiner is in training and accompanies an experienced examiner through a test including the final mark evaluation and critique. The test chair must provide copies of the worksheets for the Assistant Testers as well as for the regular examiner.

  An Assistant Examiner is a member who:

  • has attended an Examiner’s Clinic
  • is at least a D2 level and who will achieve their C in the current year
  • is a C level or above who has not gone through the testing process yet
  • is 14 years of age or older
  • will assist 2 tests at each level with 2 different Examiners

Once the requirements have been fulfilled, the Assistant Examiner will be moved the Junior Examiners List on the Examiner's List and he/she is then able to officially test.

 

Junior Examiners

A Junior Examiner is qualified to test D and D1 level tests within his/her own branch or outside the branch. The Intermediate Examiner’s own level determines which level he/she can test, D or D1:

D Level Examiners:

  • Must attend a WOR Junior Examiners clinic every 2 years
  • Must hold a C level certificate or above
  • Must be 14 years of age or older
  • Must assist at at least 2 D tests with 2 different Examiners

D1 Level Examiners:

  • Must attend a WOR Junior Examiners clinic every 2 years
  • Must hold a C1 level certificate or above
  • Must be 14 years of age or older
  • Must test at the D level prior to testing D1
  • Must assist at at least 2 D1 tests with 2 different Examiners

 

Intermediate Examiners

An Intermediate Examiner is qualified to test D and D1 level tests within his/her own branch or outside the branch and D2 to C1 only in outside branches. The Intermediate Examiner’s own level determines which level he/she can test above D1:

D2 Level Examiners:

  • Must attend an Intermediate clinic every 2 years
  • Must hold a C2 level certificate or above
  • Must be 15 years of age or older
  • Must test at the D and D1 levels prior to testing D2
  • Must assist at at least 2 D2 tests with 2 different Examiners

C Level Examiners:

  • Must attend an Intermediate clinic every 2 years
  • Must hold a B level certificate or above
  • Must be 16 years of age or older
  • Must test at the D, D1 and D2 levels prior to testing C
  • Must assist at at least 2 C tests with 2 different Examiners

    C1 Level Examiners:

  • Must attend an Intermediate clinic every 2 years
  • Must hold a B2 level certificate or above
  • Must be 16 years of age or older
  • Must test at the D, D1, D2 and C levels prior to testing C1
  • Must assist at at least 2 C1 tests with 2 different Examiners

Fees (updated March, 2006)

The following fees presume 1 to 4 candidates (not per candidate):
 

D level tests $35
D1 level tests $40
D2 level tests $45
C level tests $50
C1 level tests $55

Tests at C level and C1 level are encouraged to use a panel of two examiners, one being the Intermediate Examiner and the second examiner an Assistant Examiner.

Refreshments, lunch and snacks shall be provided by the host club as required.

When there are 2 levels tested by an examiner at the same time they should receive the full amount for the lower level plus 50% of the higher level. For example:

D and D1
D = $35plus (50% of D1 = $40) $20
The total fee is $55
D1 and D2 D1 = $40 plus (50% of D2 = $45) $22.50 The total fee is $62.50
D2 and C D2 = $45 plus (50% of C = $50) $25 The total fee is $70.00
C and C1 C = $50 plus (50% of C1 =$55) $27.50 The total fee is $77.50

For an examiner out side of your club, you should fill in the Mileage Claim Form and give it to the examiner. It is the responsibility of the examiner to measure their return mileage and submit the form.

Clubs will be billed at the end of the year according to the number of members that have been involved in tests that paid out mileage. The mileage total paid out is divided by the number of candidates that tested at those tests. This is called one share. The Branch fee is the number of candidates in that Branch times one share. In this way, Branches which are farter away are not constantly penalized by high mileage fee.

D – C1 Branch Testing Procedures

 

Prior to the tests:  

  • Distribute and then collect the Applications to Test forms for each candidate.
    • Pages 20 & 21: Application Form for D tests
    • Pages 44 & 45: Application Form for C test
  • Ensure that all candidates are recommended by their instructors as fully prepared before they are tested into the next Level.
  • Choose a date and location for the written test. All candidates should write at the same time if possible. Tests should be written at least one month prior to the practical test.

After the written test:  

  • Mark the tests as soon as possible. D and D1 tests can often be marked right after it is written. Use the answer sheets provided. A senior Pony Clubber (C2 and up) can mark the tests or a Senior Examiner. Use your discretion. A candidate’s parent or older brother or sister is not suitable.
  • A mark of 65% or better is required at all levels before proceeding to the practical phases.
  • Record marks on Page 65: Test Result Report Sheet – D to C1 Level
  • Keep this report sheet to record Stablemanagement mark and Riding mark

Prior to the practical test:  

1. SET TEST DATE, LOCATION AND AVAILABLE LEVELS

  • Try to have at least 2 candidates for each test to keep down costs.
  • Make sure the candidate and parent are aware of the requirements of the level being tested.
  • Make sure that the site has all of the necessary equipment and riding areas for the testing level.
  • Make sure all of the candidates and their parents are aware of the date, starting time and location well in advance.
  • Make sure that they know what to bring, what to wear, the type of stabling available etc.

2. BOOK EXAMINERS

  • Allow one examiner for every 4 candidates.
  • Book an Assistant Tester (no more than 2 per test)
  • Every attempt should be made to assign examiners who have NOT tested the candidate at a previous level, particularity in repeat testings.
  • If you require assistance obtaining an examiner please call the regional test rep.

3. GET PAPER WORK READY FOR CANDIDATES

  • Photocopy the following pages from the D/C Testing Procedures 2005 and hand out to each candidate:

  • Page 35: optional flat ride for candidates testing to D2

4. GET PAPER WORK READY FOR EXAMINERS

  • Have all paperwork and photocopies ready and filled in where possible for the examiner. Make sure you have sufficient copies of worksheets. Provide extra clipboards and pens.
  • D TESTS:
  • Pages 22-27: one sheet per 4 candidates for the appropriate test level
  • Page 28: one for each candidate
  • Pages 29-34: one for each candidate for the appropriate test level
  • Page 35: optional flat ride for candidates testing to D2
  • C TESTS:
  • Pages 46-49: one sheet per 4 candidates for the appropriate test level
  • Page 53: one for each candidate
  • Pages 54-57: one for each candidate for the appropriate test level
  • Page 61 optional flat ride for candidates testing to C

  • Remind candidates to bring their passport (and Certificate if used by Region) to be signed at the end of the test.

5. REMIND MEMBERS TO BRING PASSPORT, PIN, CREST, MEDICAL ARMBAND

  • Have coloured discs ready – one per candidate if it is a D or a C test 

6. ORGANIZE A JUMPR CREW FOR TEST DAY

  • 2005 C/D Testing Procedures, pg. 15 or 38 outlines required materials for each level.
  • The examiner is not expected to set up the course. Examiner will advise jump crew how he/she wants the course set up.

At the practical test:

1. ARRIVE EARLY & STAY AT TEST SITE DURING ENTIRE TEST

  • The Branch Test Rep is required to be at every testing. The D. C. should be the alternative, otherwise a member of the Branch Executive familiar with the Testing Procedures Manual.
  • The ideal time required for each of the phases of the tests is printed at the top of the worksheets. This is a guideline when evaluating the efficiency of the examiner. Remember to allow an additional hour or more after completing phase 1 and phase 2 for the paperwork to be completed. Then each candidate has a critique period with the examiner and Test Rep.
  • If the Branch Test Rep has a child in the test, an alternate Test Rep must be found

2. BE THE SAFTEY OFFICER or designate someone to fill this position.

3. HAVE BERVERAGES AND LUNCH for the examiners and jump crew.

  • Plan to have beverages and washrooms available throughout the day.
  • Also plan for a lunch break for both candidates and Examiners.

4. HELP THE CANDIDATES

  • Tell candidate where to stable their horses and park their horse trailer.
  • Inform them of any restrictions imposed by property owners.
  • Remind them to keep the site tidy.

5. ACT AS THE LIASON BETWEEN PARENTS AND EXAMINERS

  • The Examiner will interview each candidate individually at the end of the test. The Branch Test Rep or D.C. must be present at this interview as the candidate’s representative, not the parent or instructor. A parent or instructor must direct their concerns through the Test Rep to the examiner(s). If there is a major concern that cannot be resolved, there is an appeal process which must be followed.
  • Keep the test moving, help to keep the examiners on schedule.
  • Keep parents away from the barn area during the Stable Management portion of the test. Parents may watch the riding parts of the test but must stay well away from the Examiners.
  • Act as liaison between the candidates and the examiners.

6. HELP THE EXAMINERS ANY WAY YOU CAN

  • Be there for questions, concerns, facility questions
  • Candidate's horse going lame, Candidates with special needs, - these should be relayed to Examiner

7. BE PRESENT AT THE EVALUATION

  • Provide a private room.
  • Give the examiner enough time to make some rough comments and to work out the marks
  • Help with adding and final paperwork of the examiner.
  • NOTE: the test rep. hands the evaluation sheets to the individual candidates. Allow enough time for the candidate to read and digest the information on the sheet. When the candidate is ready, he/she meets with the Examiner for a verbal evaluation. The test rep sits in on the evaluation sessions.
  • In the case of a failed test - Examiner should discuss this case with the Branch Test Chair before candidate is informed. The examiner does not have to explain the reasons to the parents. This is the responsibility of the test rep.

8. GET ALL FORMS AND CERTIFICATES FILLED OUT AND SIGNED BY EXAMINER

  • To be signed: Individual Record Sheets, passports, candidate’s certificates.
  • Remember to include names of Junior/Intermediate Testers and Assistant Testers on the Test Result Report Form.
  • At the end of the test give out disks to new D's and C's, and make sure the Examiners have signed all of the passports or Certificates.

9. PAY AND THANK THE EXAMINER

  • Give the examiner their honorarium and sign the mileage form if needed.

10. RECORD MARKS

  • Record marks on Page 65: Test Result Report Sheet – D to C1 Level

11. RETURN PAPERWORK TO CANDIDATES

  • Return written papers, test sheets and certificates to candidates
  • Keep the Examiner’s notes and final marks for each phase

After the practical test:

  • Send a copy of the Branch Test Result Report Form (Page 65) to the Regional Testing Chair
  • Complete the TEST EVALUATION FORMS (Page 67)

Test Arrangements

  • Before you agree to test, make sure you are qualified to test at that level and make sure you are familiar with the requirements of that level.  All examiners must have a current TESTING PROCEDURES MANUAL and should take it to all testings.  You should have, or at least have access to, all books on the required Reading List (see Testing Procedures - page 25)
  • When you are called for a testing, there are a number of questions that you should ask:
    1. Number of candidates - you can only test up to four candidates at one time. 
    2. Facilities:
        a) be familiar with what is required at each level and ask the Branch hiring you what facilities are available.  If you determine the facilities are inadequate for the level, make suggestions so that you can adequately test the candidates' ability.
         b) at the D2 level and all C level tests, a cross country element is required.  Make sure the branch is aware of this requirement and that facilities to test a cross country phase are available.
    3. Ask about a jump crew for the test day.  A lot of the examiner's time and energy can be wasted setting up a stadium jumping course especially at the higher levels
  • If, for some very important reason, you as an Examiner cannot attend a testing, it is your responsibility to notify the club and you must find a qualified replacement.  It is not the branch's responsibility.
  • You may test within your own club at the D and D1 stage.  Outside examiners must be used from the D2 level and above.

Day of the Test

  • At all times, the test should be a teaching situation.  You should never be derogatory or insulting to pony clubbers.  Do not attempt to test at a level unless your knowledge of that level is excellent.
  • A branch representative, either the Branch Test Chair or D.C., should be at the test site for the entire testing period.  The Branch Test Chair/D.C. is your contact person for questions concerning candidates, facilities, paperwork, etc.
  • For each candidate, a worksheet should be filled out during the test.  You may choose to use a master sheet for the candidates and then copy your comments and marks onto the individual sheets at the end of the test.  The branch should supply all paperwork for the test.  Worksheets, for your reference, are found in the C/D Testing Procedures Manual: D-Pg 26-27; DI -pg 2829; D2-pg 30-31; C-pg 33-34; Cl-pg 35-36; C2-pg 37-39.
  • You must also fill out an Individual Record Sheet for each candidate.  For your reference, Individual Record Sheets can be seen in the C/D Testing Procedures Manual: D Levels - pg 32, C Levels - pg 40
  • With a successful testing, your signature is required on the candidate's certificate.
  • Your name will be recorded on the C and D Testing Result Sheet.  The branch will send in this form to the Region and you will be given credit for your testing.
  • You will also be given an evaluation form at each testing.  You are asked to take the form home with you, fill it out and mail it directly to the Regional Testing Chair.  The feedback from the evaluation forms can only help to improve the testing process within our Region. 
  • Keep track of your test dates (and levels you tested as well) for a backup in case the branches don't get their results in to the Region promptly.
  • At the end of a testing, you (accompanied by the Branch Test Chair) will be required to give an interview with each candidate individually. This is a good oportunity to point out to the Branch Test Chair any areas of weakness you have noted with their club. It will help the clubs in setting up their education programs.
  • Examiners are not required to and should not give interviews to parents, candidate's instructors, etc. If the parents have concerns they can relay their concerns to their branch executive.
  • During the test, there should be no parental (or other) interference.  If there is, inform the Branch Test Chair/D.C. and let them deal with the parents.  Parental interference is a distraction to you as an examiner and to the candidates.
  • Be sure to take a clipboard and pens/pencils to your testing.
  • Some things that you as an examiner should expect at a testing:
    1. If the testing goes over the lunch/dinner period, you should be provided with a lunch
    2. You should receive payment for a testing the day of the test.  Make sure you give the Branch Test Chair/D.C. your return mileage to the test site.
